RCUK’s Strategic Framework for Capital Investment

Research Councils UK (RCUK) has published a Strategic Framework for Capital Investment - Investing for Growth: Capital Infrastructure for the 21st Century.

Unlocking research opportunities requires both highly technical and often expensive infrastructure. Continued investment is therefore essential to enable the UK to maintain its world-leading position in research and to continue to make vital contributions to economic growth and social wellbeing.

Investing for growth: Capital Infrastructure for the 21st Century is a strategic framework against which Research Councils will plan future investments in the UK’s capital infrastructure for research.

The development of this Framework has been informed by the strategic plans of the Research Councils; input from the research community through an RCUK consultation in spring 2012 (Capital Investment Consultation); and by working with a mix of strategic advisors from across the Research Councils. Framework development has also been informed by partnerships with a range of UK agencies with an interest in capital investment for research, including the UK Funding Councils; Innovate UK and the UK Space Agency.

This document does not present prioritised funding requests: rather it provides a strategic framework against which future investment decisions can be made, in a way which is flexible and adapts to developing research priorities.

The Framework addresses UK research investment needs to:

  • develop an underpinning national infrastructure which supports the UK’s capability for excellent research and technology development; and
  • guide capital investment to meet the highest priority challenges and opportunities of tomorrow.


The new Framework will continue to include large facilities as previously described in RCUK Large Facilities Roadmaps, but has broadened to include other significant capital priorities. As reference, a link to previous Large Facilities Roadmaps can be found here
