The University Challenge - Collaboration Between Universities and Local Authorities’ Scrutiny Committees
This report, funded by LARCI and carried out by the Centre for Public Scrutiny (CfPS), provides background, guidance and recommendations for encouraging collaboration between universities and local authorities in the scrutiny process. The publication contains information from authorities who have already participated in collaborative work, the different types of collaboration that have occurred, the barriers that prevent councils from forming collaborations, and advice on how to overcome these.

Civic Leadership and Innovation - Learning from Abroad
International Insights on Civic Leadership and Public Service Innovation provides
advice on how to use international exchange to advance the understanding and practice
of civic leadership and public service innovation in local governance. This report
includes several illustrative examples of creative civic leadership in other countries
- in Brazil, Columbia, The Netherlands, Sweden, and the USA. The reports concludes
with a series of suggestions on how to improve approaches to civic leadership and
public service innovation in the UK.

Policy Delivery Implications of Local Initiatives to Empower Communities
This research draws on expertise from academics, policy makers but most importantly
local practitioners from across the public, community and voluntary sectors to address
the gap in the evidence base and help to shape local strategies for delivering community
empowerment.
The report provides detail about existing practice
and use of six mechanisms indentified in the DCLG White Paper,
Communities in
Control: Real Power, Real People
(2008); addresses perceived gaps in the evidence
base around practical delivery decisions and provides recommendations for shaping
policy and practice.

A Strategic and practical Partnership: The Research Councils of the UK and Local
Government Co-Producing Knowledge to Maximise Public Value
This report was prepared under the auspices of the Centre for Local Regional
Government Research at Cardiff Business School on behalf of the Local Authorities
and Research Councils'; Initiative (LARCI). It examines the case for a closer relationship
between local government and the Research Councils of the UK in the interests of
better informed research, better informed policy, and better informed practice.
The report argues that a closer relationship has great
potential for both sectors, for wider public value. It examines the "how?" as well
as the "why?" of achieving this.
